Joe Burger Park is located at 1251 E. Greenbriar Rd, at the corner of Blackland Road and Greenbriar Road, next to Harry H Herndon Elementary School.
A Ribbon Cutting Ceremony was held on November 12, 2022 at 10:00 AM.
The park consists of a playground, basketball and tennis/pickleball courts, a bathroom, a seating area, a retention pond, and a tree memorial area. Additional construction phases will add more amenities.
Thanks to a Local Park Grant awarded by Texas Parks & Wildlife Department, the basketball court and tennis/pickleball court were added to this project’s scope. A final inspection for this grant will be held in mid-December.
The bore under the railroad has been completed. The new 12" waterline has been installed, tied at both sides of the railroad, and is working properly.
The new road has two concrete culverts, Culvert A and Culvert B. Both culverts have been completed and, as of May 4, 2023, both headwalls for the culverts have been poured.
Railroad work and signals are expected to be completed by October/November of 2023.
Avondale has poured concrete to tie into the south side of the railroad but anticipates completion of the development around June 2023.
The north side of I-30 has been completed with minor clean up remaining.
The island on the south side of I-30 has been cut out. The base and asphalt will be placed in the island next.
Striping on the south side will resume once the island asphalt has been completed.
A 7-day cure time must be met before striping for concrete poured in the island.
Frontage Road RTL Extension
A contractor was selected to relocate the TxDOT streetlight in the project area. Work is expected to begin on May 5, 2023.
The streetlight relocation area has been staked out.
When center lane striping is completed on the south side of FM 551, demolition will begin on the headwall. Crews will then install the new headwall and the extension of the culverts, followed by design grading.
Clearing for the project has begun and is looking great.
Utilities remain that still need to be moved. A new power pole has been installed to relocate an existing pole in conflict with the road. The existing pole will be removed, and the power lines transferred.
Riding Club Road was closed on August 17, 2022, in agreement with the construction of the railroad crossing at Woodcreek Blvd.
This will be the city's fourth road project under construction.
Plans for this project are at 90%. The design will be completed when negotiations with the Edgewater developer conclude.
The right of way on the four corners of the property has been completed.
The City did a walkthrough to prepare for demolition of the existing house on the property.
The property will be used temporarily for the staging of the Melody Ranch project (a city storm drain project).

We have successfully moved all projects from the design phase to the construction phase. We currently have 4 projects under construction, with three of them expected to be completed by the beginning of the summer of 2023:
Striping at Memorial Parkway
Frontage Rd. Right Turn Lane
Water Tower Rd.
Woodcreek Blvd. is expected to be completed in the fall of 2023.
Riding Club Rd. will be under construction by March 2023 and Gettysburg Ext. will soon follow, depending on the progress of the Edgewater Development.
Contingency
Due to savings in development agreements paid by the Impact Fees Funds and project management and inspection done by city staff, we still maintain our 10% contingency.
