  • Phase 1 is out for bid. Bids are due November 18, 2021, at 10 AM. 

Woodcreek Blvd. Extension 

  • Engineering concept drawings have been completed and a sewer line crossing permit has been approved by the railroad, which essentially solidifies the general right of way on which the road will go.  
  • A railway crossing permit has been applied to build the road itself, and the railroad is commenting on the design and requesting minor changes to the proposed four-lane road crossing, which will also include bike/pedestrian trails.  
  • The property owner is drawing up roadway and utility easement documents to dedicate the needed right of way to the City.  
  • Once the railroad issues the roadway crossing permit, full roadway engineering will begin.

Turn lanes at I-30 & FM 551 

  • Recent school/return-to-work-season traffic counts have been completed and a summary of proposed turn lane improvements is being prepared by Kimley-Horn, the City’s engineer, for TXDOT officials, who will be responsible for approval or modification requests of the City’s plans.  
  • The project is for turn lane extensions for southbound FM 551 traffic turning right onto the westbound I-30 service road, and a turn lane for the eastbound I-30 service road traffic turning right onto southbound FM 551. 
  •  Another turn lane is planned for northbound FM 551 traffic turning right onto the eastbound I-30 service road. 
  • Coordination with TXDOT I-30 project managers and area maintenance section engineers, along with Rockwall County’s transportation consultants, are ongoing.  

Watertower Road North/South 

  • Indications are that the Hunt development group will design and construct this connector and tie it into the new roundabout at the south water tower that they have also built.  
  • An agreement is contemplated that will reimburse the Hunt group for the cost of the road’s construction, potentially tapping the City’s Roadway Impact Fee Fund if possible and freeing up bond funds for other projects.  
  • A coordination meeting with the Hunt group is being scheduled.  
  • A similar arrangement reimbursed the Hunt group for the construction of a sewer line to serve the Specs, Staggs/Sonic/Which Witch commercial development from the City’s Wastewater Impact Fee Fund.

  • City Council continues to get updates on property acquisition progress.  One key parcel of property is in negotiations.

Project Management & Inspection 

  • Bond proceeds were made available to hire an engineer to manage these projects over the next several years.  Currently, a Road Bond Team, consisting of the City Manager, Asst. City Manager, Public Works Director, Finance Director, and the City’s contracted City Engineer at Kimley-Horn, are managing these projects.  An engineer was recently hired and will start on November 1st.  The salary for the engineer will be partially funded by the Utility Fund as part of the City’s FY 22 budget, as they will also work on several major water and sewer projects.  This provides for a more sustainable funding source for the engineer and preserves some bond proceeds for use in construction.  The new engineer working for the City is also a Fate citizen.

 

Contingency

  •  10% of the bond proceeds are held for contingency expenses.  None have been tapped yet, but we are greatly concerned about rising inflation rates.


Cost of Bond Issuance 

  • The City has paid about $200,557 as part of the debt sale process.
