Joe Burger Park

  •  Joe Burger Park is located at 1251 E. Greenbriar Rd, at the corner of Blackland Road and Greenbriar Road, next to Harry H Herndon Elementary School. 
  • The completion date is expected in late October 2022.
  • Utilities have been established, and irrigation has been installed. Landscaping for the park is underway.
  • Grading earthwork and paving for parking have both been completed.
  • The playground has been completed, surfacing has been installed, and a safety audit has been done. The bathroom has also been installed.
  • The basketball and tennis/pickleball courts have been finished. Backboards still need to be mounted and fencing still needs to be installed.  
  • The pond has been formed at the Southeast corner and is holding water.
  • Thanks to a Local Park Grant awarded by Texas Parks & Wildlife Department, a basketball court and tennis/pickleball court were added to the project’s scope.

Woodcreek Blvd. 

  • The City Council approved awarding the project to A-Lure General Contractors, LLC on September 19, 2022. The Council also approved a change order to add the Striping Project to the scope of work.  
  • The pre-construction meeting will be scheduled after the contract between the city and the general contractors is executed. The details of the Notice to Proceed and a timeline will be provided at this meeting. 
  • The as-built survey for the Woodcreek railroad crossing has been completed, and a conformance set will be provided to the general contractors. 
  • DGNO completed construction of the Woodcreek railroad crossing. The Riding Club Rd. crossing will be closed now that the Woodcreek railroad crossing is complete.
  • The barricade closure at the railroad crossing will last until Woodcreek Blvd. is built. The city estimates 6-8 months for completion.
  • Signaling for the railroad crossing was sent to bid on July 8, 2022. Installation for these signals is expected to be approximately 16 weeks.

Turn Lanes at FM 551/IH30

            Phase I Memorial Parkway Striping Project

  • The project was awarded to A-Lure General Contractors, LLC on September 19, 2022, as part of a change order to the Woodcreek Blvd. Extension project. 
  • The Pre-construction meeting will be scheduled for 2-3 weeks after the contract is executed.
  • The estimated costs for the project’s first phase are approximately $300,000. 
  • It is proposed that the A-Lure will do the striping at night to avoid any traffic delays. 

Frontage Road RTL Extension

  • Design plans done by Kimley-Horn were sent to TxDOT on August 24, 2022. TxDOT made no additional comments. The driveway permit has been provided. 
  • The project will go out for bid at the beginning of November after design plans have been completed. 
  • TxDOT will look at the timing of traffic lights and make any improvements once the striping phase has been completed.
  • The estimated cost for this project’s second phase is $300,000.

Water Tower RD Extension

  • TxDOT made comments on the right turn lane portion of the road. LJA, the civil engineering company working on the construction drawings, addressed the comments and resubmitted the Turn Lane Plan on September 20, 2022.
  • Comments from TxDOT requested the pavement for the right turn lanes and drive approach to be HMAC (hot mix asphalt concrete) pavement.
  • The pre-construction meeting will be scheduled as soon as the Full Permit has been awarded. 
  • Construction time is estimated at 8-10 months from the Notice to Proceed.

Riding Club East/Railroad Crossing

Riding Club  

  • On July 18, 2022, the City Council unanimously approved Ordinance No. O-2022-018-Determining the Necessity of Acquiring Real Property for Construction of Public Roadway Projects.
  • The appraisal has been completed for the property acquisition needed to relinquish two railroad crossings.  This is a necessary action to gain one crossing for the Woodcreek Blvd. extension. 
  • The court appointed three Commissioners to determine the property needed for the project. The city attorney is scheduling a hearing date. After the hearing, the project will go out for bid.
  • Construction will last approximately 6 months once the city owns the property.
  • Riding Club Road was closed on August 17, 2022, in agreement with the construction of the railroad crossing at Woodcreek Blvd.

Gettysburg to Blackland 

  • On July 18, 2022, the City Council unanimously approved Ordinance No. O-2022-018-Determining the Necessity of Acquiring Real Property for Construction of Public Roadway Projects.
  • The property owner has accepted the offer for the acquisition of land. The property needed for the project closed on September 19, 2022. The property cost was $439,000.00.
  • Kimley Horn has received the contract, is working on the design plans, and has set the four corners. Design plans will be completed in approximately 3-4 months. 
  • A date was set for January 15, 2023, for a full set of drawings to be completed and for construction to start. 
  • Construction time following plan completion is estimated to be 6-8 months.  
  • The road design will match Gettysburg Blvd. through the Edgewater subdivision.

  • All projects have successfully moved to the design phase. Water Tower Road has moved into the review process. 

Contingency

  •  10% of the bond proceeds are held for contingency expenses.  None have been tapped yet, but we are greatly concerned about rising inflation rates.

Cost of Bond Issuance 

  • The City has paid about $200,557 as part of the debt sale process.
